SpinAveragedEEExchange.r_cut(plasma_state) → Quantity

This casts jaxrts.PlasmaState.ion_core_radius in the form required to be used with an :py:class:~.HNCPotential`. However, this quantity is only relevant if we consider electron-ion interactions. Hence, the returned array will be 0 for all ion-ion pairs and the electron-electron pair(s).
